 Regulations on Leaves of Absence, Reinstatement and
Expulsion

Article 1 (Purpose) The purpose of these Regulations is to specify the details relating to leaves of absence, reinstatement and expulsion from the Catholic University of Korea (excluding the College of Theology, the School of Medicine, and the School of Nursing).

Article 2 (Ordinary leaves of absence) A student wishing to take a leave of absence due to family circumstances, illness or other inevitable circumstances shall submit an application for leave of absence for approval by the President.

An application for leave of absence shall be entered and submitted by the student him/herself through the academic information system, with consent from their guardian and advisor. Notwithstanding the foregoing, a student who wishes to take a 6-month leave of absence, who has exceeded the maximum allowed number of leaves of absence, is receiving a scholarship, has received a tuition refund, or has outstanding library materials must make his/her application for leave in person at the One-Stop Service Center. If the reason for leave of absence is illness, a medical certificate from a general hospital shall be attached to the application for leave of absence. Freshmen and transferees may not take a leave of absence in their first semester; however, exceptions may be made in cases of illness.

Article 3 (Period for submission of applications for leave of absence) In principle, applications for leave of absence shall be submitted during the registration period of each semester.

A person who has registered in a given semester may take leave of absence up to halfway into the semester; however, an exception can be made for leaves of absence due to illness or compulsory military service.

Article 4 (Duration and number of leaves and absence) The duration of a leave of absence shall be 1 year (2 semesters), and the total duration of leaves of absence may not exceed 2 years (4 semesters); provided, however, that if doing so does not impede studies, a 6-month (1 semester) leave of absence may be allowed with permission from the head of the Office of Academic Affairs and a consenting opinion from the department chair (associate dean).

Up to two leaves of absence may be granted during the total period of enrollment. If a student is unable to be reinstated after the leave of absence ends due to inevitable circumstances, the student may submit another application for leave of absence and extend his/her leave of absence by 1 year. Notwithstanding the foregoing, students taking leaves of absence in excess of 2 times or 2 years must receive permission from the head of the Office of Academic Affairs.

Article 5 (Leaves of absence for compulsory military service - including voluntary enlistment) A student who enlists with the military forces midway into a semester shall submit an application for leave of absence for military service between 1 week and 1 day before enlisting. (Students enlisting during an ordinary leave of absence shall also submit an application for leave of absence for military service in the same manner).

A student who has enlisted but has been sent back home shall submit an application to cancel his/her leave of absence within 1 day of returning; a student who has been discharged must be reinstated within 1 year of his/her discharge. (Student may not be reinstated after 1 year has elapsed since discharge)

If a student takes a leave of absence for military service after midterm examinations and beyond the 3/4 point of the semester, the student’s midterm examination grades may be acknowledged as his semester grades, with the student’s consent (application for waiver of final examination must be submitted); provided, however, that tuition for the semester the student is reinstated is paid in full.

Article 6 (Reinstatement) A student whose leave of absence has ended, and who wishes to be reinstated, must submit an application for reinstatement (students who take leave of absence for military service shall submit a copy of the discharge certificate).

An application for reinstatement must be submitted by the student him/herself through the Academic Information System. Notwithstanding the foregoing, a student seeking reinstatement after a leave of absence for military service, or seeking reinstatement before the end of his/her leave of absence shall submit an application in person at the One-Stop Service Center. In principle, applications for reinstatement shall be submitted during the registration period of each semester. Even where there are unavoidable circumstances, applications may not be submitted past 3 weeks into the semester. Notwithstanding the foregoing, if a student who has taken a leave of absence for military service is discharged after the deadline for reinstatement, if such student is able to take courses by taking leave during his remaining period of service and will be discharged immediately upon the end of such leave, he/she may be allowed to be reinstated, pending examination of a copy of his/her leave documents and certificate of (expected) discharge.

Article 7 (Year and semester of reinstatement) A person who has taken a leave of absence and seeks reinstatement shall, in principle, be reinstated to his/her year and semester at the time the leave of absence was taken.

Article 8 (Expulsion) Expulsion refers to voluntary withdrawals and expulsions according to Article 26 of the School Regulations.

Article 9 (Withdrawals) A person who wishes to withdraw shall fill in an application for withdrawal, with a signature from his/her guardian. Such application shall be submitted to the One-Stop Service Center, with approval from the person’s advisor and the department chair (associate dean).

Article 10 (Refunds of payments made) In an ordinary leave of absence following registration, payments made shall be processed as follows.

1. For leaves of absence within the extended registration period of a semester, a full refund shall be issued.

2. For leaves of absence between the end of the extended registration period and 30 days from the start of the semester, a refund of 5/6 of tuition shall be made.

3. For leaves of absence between 30 days and 60 days from the start of the semester, a refund of 2/3 of tuition shall be made. (Notwithstanding the foregoing, an ordinary leave of absence may be taken no later than halfway into a semester.)

4. For leaves of absence between 60 days and 90 days from the start of the semester, a refund of 1/2 of tuition shall be made.

5. For leaves of absence taken later than 90 days from the start of the semester, no refund shall be made.

6. For carry-over of registration by persons eligible for reduced tuition and persons taking leave of absence for military service, scholarships will remain valid.

7. In the event of a carry-over of registration, any increase in tuition for the semester of reinstatement does not need to be paid.

8. If a student has carried over tuition, takes a leave of absence, and then withdraws, the refund regulations shall apply based on the date the leave of absence was taken. In such cases, scholarships will not be recognized.

 

Addenda

 

Article 1 (Enforcement Date) These regulations shall enter into force on 1995.3.1.

These regulations shall enter into force on 1998.1.24.

These regulations shall enter into force on 1998.3.16.

These regulations shall enter into force on 1998.7.10.

These regulations shall enter into force on 1999.7.7.

These regulations shall enter into force on 2002.2.1.

These regulations as amended (Article 6, Paragraph 3) shall enter into force on 2003.6.17.

These regulations as amended (Article 2, Paragraph 3) shall enter into force on 2003.11.18

These regulations as amended (Article 4) shall enter into force on 2004.3.30, and apply to students taking leaves of absence from the Spring semester of the 2004 academic year onwards.

These regulations as amended (Article 10) shall enter into force from 2004.10.19, and shall be applied retroactively to tuition and admission fees from the Fall semester of the 2004 academic year onwards.

These regulations as amended shall enter into force on 2006.5.23.

⑫ ⑤ These regulations as amended shall enter into force from 2007.3.23, and shall be applied retroactively from the Spring semester of the 2007 academic year onwards.

Article 2 (Transitional Measure) The amended provisions for period for submittal of applications for leave of absence and refund of payments shall apply from the Fall semester of the 1998 academic year onwards.
